For a start, he appointed Harry Potts, the manager who led the Lancashire men to First Division glory in 1960 and then through to the European Cup quarter-finals and FA Cup final. He also pushed for the abolition of the maximum wage, advocated the introduction of full-time referees, invested in a training ground, placed a huge emphasis on youth development and oversaw the redevelopment of their stadium.
