Andy Levin and Haley Stevens in Michigan’s 11th Congressional District, pro-Israel groups are heavily invested in another district with a hotly contested open House seat. Michigan’s 13th Congressional District encompasses most of Detroit, including the city’s downtown, as well as parts of eastern and southern Wayne County, and is home to a large African-American population that makes up approximately 48% of the district.
