“Charlotte,” the animated retelling of the true-life, World Warfare II-era story of German-Jewish artist Charlotte Salomon, is extra of a middling proposition than one would possibly count on from this singular story. Salomon was one more within the limitless line of notable and compelling figures whose lives had been formed — and devastated — by the Holocaust. However the movie, though lovingly made, usually feels too rudimentarily written and rendered to be sufficiently impactful.
