Speaking during a virtual news conference in Moscow, Mr Lavrov insisted that Russia's "special military operation" in Ukraine was an effort to "de-militarise and de-Nazify and to stop any more violence". More than 2,000 civilians are estimated to have so far died in a week of Russian military aggression against Ukraine. But Mr Lavrov contended that the Russian army had a "very strict order to use weapons only against military infrastructure".
