A man arrested after allegedly wearing a duct-taped weighted vest in Bondi, triggering a bomb squad response, has apologised and offered an extraordinary explanation. Victorian man Cleophias Machaya was granted bail after being charged with offensive behaviour, after police from Operation Shelter were called to Bondi Junction in Sydney's east following reports of suspicious behaviour.
